A man dressed as Batman took center stage at a Santa Clara city meeting, using his public comment time to strongly criticize local officials over concerns about Immigration and Customs Enforcement (ICE) activity tied to the upcoming Super Bowl.
During a joint meeting of the Santa Clara City Council, the Santa Clara Stadium Authority and other officials on Jan. 27, the costumed speaker made a dramatic entrance and delivered an emotional, profanity-laced speech. A livestream of the meeting captured the moment as he addressed city leaders about what he sees as a failure to act.

The man’s concerns focused on the possible presence of ICE officers in Santa Clara during the Super Bowl, which will be held at Levi’s Stadium. He referenced recent federal enforcement actions in Minnesota that drew public backlash and raised fears about how immigration enforcement could affect local communities.
He accused city leaders of allowing the federal government to “walk all over” Santa Clara and argued that officials should have already taken steps to prevent ICE from operating in the area during the major sporting event. Specifically, he called for policies that would stop city resources, data or personnel from being used in cooperation with the agency.
Throughout his remarks, the speaker questioned whether councilmembers were doing enough to protect residents, including children and families who could be affected by immigration enforcement. He said the council should have acted months earlier and warned that failing to do so would be a betrayal of the community.
Santa Clara Police Chief Cory Morgan responded to broader concerns about immigration enforcement by saying the department would not “confirm, deny, or speculate” about the actions of federal agencies.

ICE’s potential involvement at the Super Bowl has been a topic of growing attention. Corey Lewandowski, an adviser at the Department of Homeland Security, previously said ICE officials would be present at the event. Federal agencies did not respond to questions from media outlets about whether ICE plans to carry out enforcement operations near Levi’s Stadium during the game.
ICE’s Homeland Security Investigations division has historically participated in security efforts at large events like the Super Bowl, often focusing on issues such as human trafficking and counterfeit merchandise, rather than routine immigration enforcement. Still, the possibility of federal agents being active in the area has raised concerns among some local residents and advocates.
The Batman-costumed speaker ended his comments by demanding immediate action from city leaders, making it clear he was not asking politely but insisting that officials take a stronger stance.
